Реформа системи соціального страхування як засіб зміцнення соціально-економічної безпеки України в умовах перманентної кризи.

Abstract

UK: Стаття присвячена визначенню ролі системи соціального страхування в процесі забезпечення соціально-економічної безпеки України. Досліджено сутність категорії «соціально-економічна безпека» та розглянуто її основні рівні. Встановлено, що важливим елементом соціального захисту населення є соціальне страхування. Джерелами утворення фондів соціального страхування є внески працівників, внески роботодавців та державні субсидії. Головним з них в нашій державі є нарахування на фонд оплати праці для суб’єктів господарювання у вигляді ЄСВ. Одним із важливих елементів у сфері соціального страхування є система пенсійного страхування. В роботі виокремлено загальні проблеми пенсійної системи, проведено аналіз бюджету ПФ. Проведено аналіз діяльності Фонду загальнообов’язкового державного соціального страхування на випадок безробіття та Фонду соціального страхування. Виявлені наявні суттєві проблеми в сфері соціального страхування в Україні. Обґрунтовано необхідність реформування всіх сфер соціального страхування, в першу чергу, системи пенсійного забезпечення. EN: The article is dedicated to determining the role and place of the social insurance system in the process of providing socioeconomic security in Ukraine. The essence and main levels of the socioeconomic security as a category have been explored. Decisions in the field of socioeconomic development of a country have been proven to be made based on the extent to which the socioeconomic security is ensured. The current Ukrainian socioeconomic state indicators point to an extremely low level of the country’s socioeconomic security. Stratification of society by the property, the proportion of the population living under the poverty line increasing, sharp fall in the birth rate and average life expectancy in the country, deformation of the demographic and social composition of society, crisis of the family, reduction in spiritual, moral and creative capacity, social conflicts, and absence of the national idea altogether state about the all-encompassing crisis in the country and pose a real threat to the state security. It has been established that social insurance is an important element of the social protection of the population which exists in two forms: compulsory and voluntary. The sources for the creation of social insurance funds include employees’ contributions, employers’ contributions and governmental subsidies. The insurance contributions, calculated based on the wage fund of economic entities, in the form of single social security contribution are the most important of all in our country. Compulsory state insurance types include the following: pension insurance; temporary disability insurance; insurance covering occupational accidents and diseases causing incapacity for work; unemployment insurance; medical insurance (has not been implemented as of today); other types of insurance provided for by law. One of the core elements in the field of social insurance of the developed countries is the pension insurance system. In this paper, Ukraine and the world pension systems’ general problems have been distinguished and the pension fund budget analysis has been conducted. The Pension Fund’s inability to fulfill its core function, that is to ensure a decent living for citizens of retirement age, has been proven. Compulsory Social Insurance Fund’s activities analysis has been conducted; existing crucial issues in the field of social insurance have been identified. The need for the reformation of all the types of social insurance in Ukraine has been demonstrated which primarily concerns the pension scheme.
