Abstract

UK: У статті зазначено, що промисловий комплекс – це цілісна сукупність взаємозв’язаних виробничих підприємств на відповідній території. Обґрунтовано необхідність розробки механізму стратегічного управління промисловим комплексом регіону, яка обумовлена тим, що процес управління здійснюється з боку державних та регіональних органів влади, інтереси яких не співпадають, що викликає ряд негативних явищ. Мета статті полягає в розробці механізму стратегічного управління промисловим комплексом регіону. Визначено учасників та функції стратегічного управління промисловим комплексом регіону з позиції державного та регіонального управління. Показано роль промислових підприємств. Перевагами створеного механізму стратегічного управління промисловим комплексом регіону є врахування інтересів всіх учасників процесу, виключення дублювання функцій управління і вирішення завдань з використанням найбільш ефективних методів управління. The necessity of developing a mechanism of strategic management of the industrial complex of the region is substantiated, which is due to the fact that the management process is carried out by state and regional authorities, whose interests do not coincide, which causes a number of negative phenomena. The purpose of the article is to develop a mechanism for strategic management of the industrial complex of the region. As part of the mechanism of strategic management of the industrial complex of the region, it is proposed to distinguish three blocks: the system of strategic management of the industrial complex of the region, the object of strategic management of the industrial complex of the region and methods of strategic management of the industrial complex of the region The participants and functions of strategic management of the industrial complex of the region from the standpoint of state and regional management are determined. The role of industrial enterprises is shown. Separate tasks are the identification of the definition of "industrial complex", analysis of the process of state and regional strategic management of the industrial complex of the region and identification of problems in the implementation of industrial complex management. A particularly important task of strategic management of the industrial complex at the regional level is the correct definition of regional development priorities, taking into account all the factors that affect it and state goals. The advantages of the created mechanism of strategic management of the industrial complex of the region are taking into account the interests of all participants in the process, eliminating duplication of management functions and solving problems using the most effective management methods. The proposed mechanism of strategic management of the industrial complex of the region can be used in any region of the country, regardless of its territorial, economic, technological, social and demographic characteristics. Обоснована необходимость разработки механизма стратегического управления промышленным комплексом региона, которая обусловлена тем, что процесс управление осуществляется со стороны государственных и региональных органов власти, интересы которых не совпадают, что вызывает ряд негативных явлений. Цель статьи заключается в разработке механизма стратегического управления промышленным комплексом региона. Определены участники и функции стратегического управления промышленным комплексом региона с позиции государственного и регионального управления. Показана роль промышленных предприятий. Преимуществами созданного механизма стратегического управления промышленным комплексом региона является учет интересов всех участников процесса, исключение дублирования функций управления и решения задач с использованием наиболее эффективных методов управления.
