Організація системи управління публічними закупівлями в об’єднаних територіальних громадах

Abstract

UK: У статті розглядаються питання впровадження системи управління закупівлям в об’єднаних територіальних громадах. Визначаються основні інституційні засади проєкту децентралізації влади шляхом створення і забезпечення функціонування об’єднаних територіальних громад. Проводиться аналіз процесів формування бюджету об’єднаної територіальної громади і напрямів його використання. Визначається що процес проведення закупівель за кошти бюджету об’єднаної територіальної громади має регламентуватися організаційно- розпорядчими документами та відповідними положеннями про уповноважену особу і тендерний комітет. Розглядаються основні питання організації та управління процесом закупівель в об’єднаній територіальній громаді. Наводиться інформація про використання існуючих електронних майданчиків і електрону систему Prozorro. Конкретизуються функції системи управління і надаються пропозиції їх формалізації. Розглядається організаційна функція, планова функція, функція обліку, контролю, аналізу і мотиваційна функція. Особливу увагу приділяється необхідності організації моніторингу та аудиту при реалізації функцій контролю та аналізу проведення закупівель. EN: The article considers the implementation of the procurement management system in the united territorial communities. The basic institutional principles of the decentralization power project by creation and maintenance of the united territorial communities functioning are defined. The processes analysis of the united territorial community budget formation and directions of its use is carried out. It is determined that organizational and administrative documents and the relevant provisions on the authorized person and the tender committee should regulate the procurement process at the expense of the united territorial community budget. The main issues of the procurement process organization and management in the united territorial community are considered. Information on the use of existing electronic platforms and the Prozorro electronic system is provided. The functions of the management system are specified and proposals for their formalization are provided. It is proposed to build the United Territorial Community procurement process management system in accordance with the theory of the management system formation, which provides for the implementation of organizational function, planning function, accounting, control, analysis and motivation. The organizational function, the planned function, the function of accounting, control, analysis and motivational function are considered. The organizational function of the procurement management system should determine the relationship of procurement participants, their rights and responsibilities. Important components of the management process organizational function are the availability of organizational and administrative documents on the formation of the tender committee, its number, and the distribution of responsibilities among the tender committee members, as well as the appointment of authorized persons working on a permanent basis. The organization should develop regulations on the tender committee and the authorized person and the procedure for establishing a working group to consider tender proposals. Such a plan must be drawn up before the beginning of each new financial year. The procurement plan determines the range and volume of procurement. Particular attention is paid to need the monitor and audit of implementation procurement in the performance of control function and analysis function. RU: В статье рассматриваются вопросы внедрения системы управления закупками в объединенных территориальных общинах. Определяются основополагающие институциональные основы проекта децентрализации власти путем создания и обеспечения функционирования объединенных территориальных общин. Проводится анализ процессов формирования бюджета объединенного территориального общества и направлений его использования. Определяется, что процесс проведения закупок за средства бюджета объединенной территориальной общины должен регламентироваться организационно-распорядительными документами и соответствующими положениями об уполномоченном лице и тендерном комитете. Рассматриваются основные вопросы организации и управления процессом закупок в объединенной территориальной общине. Приводится информация об использовании существующих электронных площадок и электронной системы Prozorro. Конкретизируются функции системы управления и предоставляются предложения их формализации. Рассматривается организационная функция, плановая функция, функция учета, контроля, анализа и мотивационная функция. Особое внимание уделяется необходимости организации мониторинга и аудита при реализации функций контроля и анализа закупок.
