Сосновський // Проблеми економіки. – 2025. – № 3 (65). – С. 202-207. doi:10.32983/2222-0712-2025-3-202-207.UK: Метою дослідження є розробка та апробація інтегрованої методики оцінки впливу міжнародної допомоги на стійкість українських підпри ємств у період війни, яка поєднує кількісні та якісні підходи, враховує специфіку зовнішніх ризиків і дозволяє об’єктивно визначити ефектив ність підтримки з боку міжнародних донорів для формування практичних рекомендацій щодо підвищення економічної стійкості бізнесу в умо вах воєнного стану. У статті розглянуто сучасні підходи до оцінки впливу міжнародної допомоги на стійкість українських підприємств у період війни. Визначено, що стійкість підприємства в умовах воєнного стану є комплексною характеристикою, яка охоплює здатність до збереження основної діяльності, адаптації до змін зовнішнього середовища, підтримки фінансової стабільності, забезпечення зайнятості, розвитку інно вацій та залучення інвестицій. Міжнародна допомога, що надається у вигляді фінансових грантів, пільгових кредитів, технічної підтримки та освітніх програм, відіграє ключову роль у підвищенні стійкості бізнесу в Україні. Однак класичні методи оцінки ефективності такої допомоги не враховують специфіку воєнного періоду, що зумовлює потребу у створенні адаптованої моделі аналізу. У роботі запропоновано інтегровану методику RAISE (Resilience assessment of international support effects), яка поєднує кількісний аналіз (індекс стійкості, KPI), якісні оцінки (опиту вання, кейси) та коригування на зовнішні фактори (безпекові, макроекономічні ризики). На прикладі підприємства ТОВ «АгроПлюс» продемон стровано застосування методики RAISE для визначення реального впливу міжнародної допомоги. Результати дослідження підтверджують, що використання комплексної моделі дозволяє об’єктивно оцінити ефективність підтримки, виявити найбільш результативні інструменти, сформулювати рекомендації для донорів, держави та бізнесу. Практична цінність методики полягає у можливості її застосування для оцінки як окремих підприємств, так і цілих секторів економіки, що особливо актуально для України в умовах воєнної нестабільності EN: The aim of the research is to develop and test an integrated methodology for assessing the impact of international aid on the resilience of Ukrainian enterprises during the wartime, which combines quantitative and qualitative approaches, takes into account the specifics of external risks, and allows for an objective de termination of the effectiveness of support from international donors in order to formulate practical recommendations for enhancing the economic resilience of businesses under martial law. The article examines contemporary approaches to evaluating the impact of international aid on the resilience of Ukrainian enter prises during the wartime. It is noted that the resilience of an enterprise under martial law is a complex characteristic that includes the ability to maintain core activities, adapt to changes in the external environment, support financial stability, ensure employment, foster innovation, and attract investments. International assistance provided in the form of financial grants, concessional loans, technical support, and educational programs plays a key role in enhancing the resilience of businesses in Ukraine. However, traditional methods of evaluating the effectiveness of such assistance do not take into account the specifics of wartime condi t ions, which necessitates the development of an adapted analysis model. This paper proposes an integrated methodology called RAISE (Resilience Assessment of International Support Effects), which combines quantitative analysis (resilience index, KPIs), qualitative evaluations (surveys, case studies), and adjustments for external factors (security, macroeconomic risks). The application of the RAISE methodology is illustrated through the example of the company «AgroPlus» LLC to determine the actual impact of international assistance. The research results confirm that the use of a comprehensive model allows for an objective assessment of support effectiveness, identifying the most effective tools, and formulating recommendations for donors, the government, and businesses.
