Організація системи публічних закупівель в об'єднаних територіальних громадах

Abstract

UK: Побудовано алгоритм проведення публічних закупівель. Удосконалено: організацію системи публічних закупівель в об’єднаних територіальних громадах; узагальнена схема формування та використання бюджету ОТГ; системний аналіз функціональних підсистем управління процесом проведення публічних закупівель. Дістали подальшого розвитку терміни “моніторинг і аудит публічних закупівель”. Розглянуті інституціональні засади організації публічних закупівель в об’єднаних територіальних громадах; проведено оцінку можливостей організації системи публічних закупівель, її моніторингу і оптимізації; розроблено методичні рекомендації щодо організації управління і адміністрування процесів закупівель. EN: An algorithm for conducting public procurement has been developed. The following have been improved: the organization of the public procurement system in united territorial communities; a generalized scheme for the formation and use of the ATC budget; a systematic analysis of the functional subsystems of public procurement process management. The terms “monitoring and audit of public procurement” have been further developed. The institutional principles of organizing public procurement in united territorial communities have been considered; an assessment of the possibilities of organizing the public procurement system, its monitoring and optimization has been carried out; methodological recommendations have been developed for organizing the management and administration of procurement processes.
