Abstract

UK: Кваліфікаційна робота «управління розвитком територіальних громад в умовах воєнного стану». Об’єкт дослідження - процес управління розвитком територіальних громад в умовах надзвичайних ситуацій, зокрема воєнного стану. Предмет дослідження механізми, інструменти та інфраструктурні рішення адаптивного, антикризового управління розвитком територіальних громад в умовах війни, зокрема в запорізькій області. Мета написання роботи – сформувати теоретико-практичні засади удосконалення управління розвитком територіальних громад в умовах воєнного стану. Методи дослідження: системний підхід, контент-аналіз, елементний аналіз, логіко-структурне моделювання, порівняльний аналіз. Результатом проведеного дослідження є сформульовані пропозиції щодо удосконалення управління розвитком територіальних громад в умовах воєнного стану на прикладі громад Запорізької області. Розроблено концептуальну модель удосконалення управління розвитком територіальних громад запорізької області з урахуванням викликів воєнного стану, а також компоненти цифрової антикризової інфраструктури. Запропонована модель може бути адаптована до потреб українських громад, зокрема прикордонних і прифронтових, які функціонують у нестабільному середовищі. Використання антикризової цифрової інфраструктури дозволяє громадам підвищити оперативність, точність прогнозування, ефективність розподілу ресурсів, а також сформувати систему стратегічного планування, стійку до зовнішніх загроз. The object of research is the process of managing the development of territorial communities in emergency situations, in particular martial law. The subject of the research is the mechanisms, tools and infrastructure solutions for adaptive, anti-crisis management of the development of territorial communities in the conditions of war, in particular in the Zaporizhzhia region. The purpose of the study is to formulate theoretical and practical principles for improving the management of the development of territorial communities under martial law. Research methods: systematic approach, content analysis, elemental analysis, logical and structural modeling, comparative analysis. The result of the study is the formulation of proposals for improving the management of the development of territorial communities under martial law on the example of communities in the Zaporizhzhia region. A conceptual model for improving the management of the development of territorial communities in the Zaporizhzhia region, taking into account the challenges of martial law, as well as components of digital anti-crisis infrastructure, has been developed. The proposed model can be adapted to the needs of Ukrainian communities, in particular border and frontline communities, which operate in an unstable environment. The use of anti-crisis digital infrastructure allows communities to increase efficiency, forecasting accuracy, efficiency of resource allocation, as well as to form a system of strategic
