Стимулювання заінтересованості роботодавців у створенні нових робочих місць

Abstract

UK: У статті розглядаються правові проблеми щодо стимулювання заінтересованості роботодавців у створенні нових робочих місць. Обґрунтовується бачення подальшого розвитку механізму стимулювання з урахуванням вдосконалення законодавства у цій сфері. EN: This article analyzes the legal, economic and organizational measures of social policy aimed at increasing the competitiveness of citizens in the labor market, the development of entrepreneurship, and the legalization of labor relations and stimulates interest of employers to create new jobs. The modern labor market in Ukraine is considered: mass unemployment, the spread of illegal employment, reduction of the national intellectual and educational potential. Promising areas for further research of the legal regulation of population employment on the basis of analysis of legal issues to stimulate interest of employers to create new jobs are identified. The correlation of labor law with other branches of law (financial and tax) on the mechanism of stimulating interest of employers to create new jobs is revealed. It’s proved in the article that problems solving in expanding the scope of work and stimulate the interest of employers to create new jobs is impossible without the implementation of state policy in the field of employment through fiscal, monetary, investment, fiscal, social, foreign policy and innovation. It is proved that the coordinated cooperation of all social partners can solve all existing common questions about improving the work through the following: job creation; increasing labor mobility in the labor market, quality and competitiveness; improve the quality of working conditions and wages as a result of innovation and investment policy; software revenue growth in all budgets and funds of obligatory state social insurance. The legal framework in the field of employment of the population is analyzed. Suggestions and recommendations for improving the existing instruments of national labor legislation and the legislation of other areas of law are presented.
