| dc.description.abstract | UK: У статті констатовано потребу подальшого вивчення питань сценарного планування інноваційного розвитку підприємств металургійної промисловості. Доведено, що своєчасне виявлення назрілих проблем, причин їх виникнення, а також визначення шляхів подолання значною мірою залежить від розуміння майбутнього, яке не можна інтерпретувати як звичайне продовження минулого, тому що це майбутнє набуватиме принципово інших форм і структур. Адже виклики та загрози, що виникають у сучасному суспільстві, зумовлюють необхідність передбачення за універсальною методологією, відомою як сценарне планування. Дано авторське визначення поняття «сценарного планування» як комплексу робіт, що базуються на поєднанні експертних знань людей та потужних інструментів, алгоритмів і методів, що використовуються у певній послідовності з встановленням чітко визначених взаємозв’язків між ними з метою побудови сценаріїв можливого розвитку підприємств на середньостроковому і довгостроковому часових горизонтах. EN: The author states in the article that Ukraine continues to lose rapidly its industrial, scientific and technological potential and, according to most domestic and western economists, according to the outlined trends inherent in low-tech commodity economy, the country can expect a further recession in the coming years. It is proved that the detection of the pressing problems, the causes of their occurrence, and also the definition of ways to overcome to a large extent depends on the understanding of the future, which can not be interpreted as the usual continuation of the past, because the future will acquire fundamentally different forms and structures. After all, the challenges and threats that arise in a modern society determine the need for foresight according to a universal methodology known as scenario planning. Author's definition of the concept of "scenario planning" is given as a set of works based on a combination of expert knowledge of people and powerful tools, algorithms and methods that are used in a certain sequence with the establishment of clearly defined interrelationships between them in order to construct scenarios for the possible development of enterprises in the medium-term and long-term horizons, means of identification (early warning) indicators that signal the transition of the object of research to a certain state in the future in. It is emphasized that scenarios of the possible development of metallurgical enterprises are essentially the results of research on how the object of analysis should change, provided that certain trends would be strengthened, weakened, or there would be certain events, that is, descriptive versions of the future that provide a clear view of how the object of the analysis may look at the medium and long-term horizons. The priority scenario of the possible development of enterprises of the metallurgical industry in the medium-term (by 2020) and long-term (by 2030) time horizons has been determined. | uk |
