Генезис розвитку технологій надання адміністративних послуг в Україні

Abstract

EN: Мета роботи. Формування національної системи надання адміністративних послуг почалось майже одразу після набуття Україною державності. На протязі цього періоду технології надання адміністративних послуг набули докорінних змін. Зміни визначались на законодавчо-пра вовому рівні. Також зміни проходили під впливом реформи децентралізації, яка суттєво розширила можливості місцевого самоврядування. Метою роботи є дослідження процесів розвитку технологій надання адміністративних послуг та оцінювання ефективності прийнятих змін технологій, а також визначення напрямів подальшого їх удосконалення та розширення можливостей надання адміні стративних послуг в умовах війни. Методологія. На різних етапах розвитку технологій формувались окремі складові системи. Дослідження проводиться на основі аналізу прийнятих Законів України, Постанов КМУ, Наказів КМУ, розробки положень. Якщо на державному рівні розробляються типові положення, то на місцевому рівні проходить їх конкретизація яка дозволяє врахувати місцеві можливості і потреби. Формування технологій, їх нормування потребує формалізації окремих опе рацій, а також автоматизації інформаційних процесів. Дослідження передбачає проведення аналізу всіх змін. Наукова новизна. За результатами дослідження було побудовано комплексну системну модель інформаційних потоків і розподілу технологічних операцій при наданні адміністративних послуг, що дозволило виявити шляхи покращення системи надання адміністративних послуг, мож ливості скорочення часу на надання послуг за видами послуг та підвищення їх якості. Визначено етапи генезису розвитку технологій, і описано кожен етап. Висновки. Національна система надання адміністративних послуг в основному сформована, але потребують уніфікації окремі операції. Крім того спектр адміністративних послуг ще повністю не охоплений. Для цього потребується розробка технологічних карт на нові послуги. Проблемним залишається питання охоплення системою надання адміністративних послуг у віддалених населених пунктах з малою кількістю населення. Потребує уніфікації програмне забезпечення для обслуговування центрів надання адміністративних послуг. Проблемним питанням також залишається надання адміністративних послуг для ВПО. Викликає складності надання адміністративних послуг в місцевості, що наближена до лінії бойового зіткнення, а також на окупованих територіях. EN: The purpose of the research. The development of the national system of providing adminis trative services began almost immediately after Ukraine gained statehood. During this period, the tech nologies for providing administrative services have undergone fundamental changes. The changes were determined at the legislative and legal levels. The changes were also influenced by the reform of decen tralization, which significantly expanded the capabilities of local government. The purpose of the work is to study the processes of development of technologies for the provision of administrative services and assess the effectiveness of the adopted changes in technologies, as well as determine the directions for their further improvement and expansion of the capabilities for the provision of administrative services in wartime. Methodology. At different stages of technology development, separate system components were formed. The study is conducted based on an analysis of the adopted Laws of Ukraine, Resolutions of the Cabinet of Ministers of Ukraine, Orders of the Cabinet of Ministers of Ukraine, and the develop ment of regulations. If standard regulations are developed at the state level, then at the local level, they are specified, which allows local capabilities and needs to be taken into account. The formation of technologies and their standardization requires the formalization of individual operations and the automation of infor mation processes. The study involves the analysis of all changes. Scientific novelty. Based on the results of the study, a comprehensive system model of information flows and the distribution of technological operations in the provision of administrative services was built, which made it possible to identify ways to improve the system of providing administrative services, the possibility of reducing the time for providing services by type of service, and improving their quality. The stages of the genesis of technology develop ment are identified, and each stage is described. Conclusions. The national system for providing adminis trative services is largely formed, but individual operations require unification. In addition, the spectrum of administrative services is not yet fully covered. This needs the development of technological maps for new services. The issue of covering remote settlements with a small population by the system for provid ing administrative services remains problematic. The software for servicing administrative service centers needs unification. The provision of administrative services for IDPs also remains a complex issue. This creates difficulties in providing administrative services in areas close to the line of combat operations and in occupied territories.
